Backgrounds - Planning Tools: The EPAD

The planning of La Défense began in 1950 with several different drafts. But for different reasons the realization of these plans failed.
The idea of using La Défense as the venue of the world exposition finally lead to a first approach and also to the first permisson of a land-use plan in 1956.
The area is 750ha large and spreads over the suburbs Puteaux and Courbevoie (130ha - Zone A) and Nanterre (620 ha - Zone B).
In the past, this fact lead to problems concering the coordination of the project.

Therefore, for the first time in the history of France, a supra-municipal planning board was founded in 1958 - the so-called EPAD (Établissement Public d`Aménagement de la région de La Défense). The EPAD consists of nine governmental representatives, nine other municipal representatives and other members.

The coordination of the project was a challenge due to the fact that dispossessions and resettlements had to be realized.
The EPAD had to fulfil different tasks. Amongst others, they had to purchase and release green space, provide for structural development and infrastructural equipment, allocate building permissions, control the financial balance and advertise and practise public relations.
The EPAD is a powerrful authority and has many rights to enforce its plans.
The main aim was to make La Défense a modern office and business district with the help of private/commercial use.
